簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：采購(gòu)**0套專用公網(wǎng)手持電臺(tái)，**套與**0兆PDT系統(tǒng)進(jìn)行互聯(lián)互通的派接設(shè)備，用以滿足分局輔警在日常執(zhí)勤執(zhí)法工作、處理突發(fā)性事件等任務(wù)時(shí)的無(wú)線通信需求(具體要求詳見(jiàn)招標(biāo)文件第五章)。
Brief specification description or basic overview of the project:Purchase **0 sets of special public network handheld radios and ** sets of patching equipment interconnected with the **0 MHz PDT system to meet the wireless communication needs of auxiliary police in daily duty law enforcement work and handling of emergencies and other tasks (see Chapter 5 of the bidding documents for specific requirements).

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：本采購(gòu)項(xiàng)目執(zhí)行政府采購(gòu)有關(guān)鼓勵(lì)支持節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品以及支持中小企業(yè)、殘疾人福利性單位等的政策功能
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本項(xiàng)目的特定資格要求：1）符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定；
2）未被“信用中國(guó)” (www.creditchina.gov.cn)、中國(guó)政府采購(gòu)(www.ccgp.gov.cn) 列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
3）本項(xiàng)目面向所有企業(yè)采購(gòu)，對(duì)小型和微型企業(yè)投標(biāo)人產(chǎn)品的價(jià)格給予**%的扣除，用扣除后的價(jià)格參與評(píng)審；
4）為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的潛在投標(biāo)人，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
5）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；
6）投標(biāo)單位須具有通信工程施工總承包三級(jí)及以上資質(zhì)；
7）投標(biāo)單位須具有良好的售后服務(wù)體系，能提供良好的技術(shù)支持；
8）本項(xiàng)目不接受聯(lián)合體投標(biāo)。
(c)Specific qualification requirements for this program:(iii)This project is open to procurement from all enterprises, and a **% deduction will be applied to the prices of products offered by small and micro enterprise bidders. The deducted prices will be used for evaluation.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)The bidding unit must have the general contracting qualification of communication engineering construction at level 3 or above.
(vii)Bidders must have a good after-sales service system and be able to provide excellent technical support.
(viii)This project does not accept bids from consortia.
