(b)落實(shí)政府采購政策需滿足的資格要求：本采購項(xiàng)目執(zhí)行強(qiáng)制采購節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品政策、鼓勵(lì)節(jié)能政策、鼓勵(lì)環(huán)保政策、扶持中小企業(yè)政策、支持監(jiān)獄企業(yè)發(fā)展政策、殘疾人福利性單位政策、購買國貨政策等的政府采購政策。本項(xiàng)目是專門面向中小企業(yè)采購，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。

(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements government procurement policies such as mandatory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products. This project is specifically designed for procurement to small and medium-sized enterprises. During the evaluation process, no price discounts will be offered for products from small and medium-sized enterprises.

(c)本項(xiàng)目的特定資格要求：（1）具備電力工程施工總承包三級(jí)及以上資質(zhì)并同時(shí)具有“國家能源局監(jiān)管局 （或國家電力監(jiān)管委員會(huì)）”頒發(fā)的承裝、承修、承試五級(jí)以 上（含五級(jí)）電力設(shè)施許可證；
（2）擬安排項(xiàng)目經(jīng)理須為機(jī)電工程二級(jí)及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人。
（3）具備建設(shè)部門頒發(fā)的《安全生產(chǎn)許可證》（在有效期）；

(c)Specific qualification requirements for this program:(1) Having the qualification of Level 3 or above for general contracting of power engineering construction and also possessing a Level 5 or above (including Level 5) power facility license for installation, maintenance, and testing issued by the National Energy Administration Regulatory Bureau (or the National Electric Power Regulatory Commission); (2) The proposed project manager must have a registered construction engineer qualification of Level 2 or above in mechanical and electrical engineering, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (3) Having a valid Safety Production License issued by the construction department;
