簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：本項(xiàng)目是為貫徹落實(shí)臨港管委會(huì)關(guān)于進(jìn)一步加強(qiáng)安全質(zhì)量監(jiān)督管理、健全監(jiān)督管理工作機(jī)制的要求，擬通過臨港新片區(qū)建設(shè)工程質(zhì)量安全監(jiān)督技術(shù)服務(wù)，增強(qiáng)臨港新片區(qū)在建項(xiàng)目監(jiān)督管理成效，落實(shí)精細(xì)化管理，確保新片區(qū)在建項(xiàng)目質(zhì)量安全風(fēng)險(xiǎn)可控，推動(dòng)新片區(qū)建筑領(lǐng)域高質(zhì)量發(fā)展?，F(xiàn)通過公開招標(biāo)方式，擇優(yōu)選擇一家供應(yīng)商，提供日常建設(shè)工程質(zhì)量安全監(jiān)督技術(shù)服務(wù)。（詳見第三章項(xiàng)目概況及技術(shù)服務(wù)要求）
Brief specification description or basic overview of the project:This project aims to implement the requirements of the Lingang Management Committee on further strengthening safety and quality supervision and management, and improving the supervision and management mechanism. It is planned to enhance the supervision and management effectiveness of ongoing projects in the Lingang New Area through technical services for quality and safety supervision of construction projects, implement refined management, ensure that the quality and safety risks of ongoing projects in the new area are controllable, and promote high-quality development in the construction field of the new area. We will now select a supplier through open bidding to provide technical services for daily construction project quality and safety supervision. (See Chapter 3 Project Overview and Technical Service Requirements for details)

(b)Qualification requirements to be met to implement government procurement policies:1. In accordance with Article ** of the Government Procurement Law of the People's Republic of China, it is not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn).
(c)本項(xiàng)目的特定資格要求：（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)；
（4）法人依法設(shè)立的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時(shí)，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機(jī)構(gòu)在其經(jīng)營(yíng)范圍內(nèi)參加政府采購(gòu)活動(dòng)并承擔(dān)全部民事責(zé)任的書面授權(quán)。法人與其分支機(jī)構(gòu)不得同時(shí)參與同一項(xiàng)目的采購(gòu)活動(dòng)；
（5）本次招標(biāo)不接受聯(lián)合體投標(biāo)，不允許合同轉(zhuǎn)讓與分包。
(c)Specific qualification requirements for this program:(3) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project; (4) When a branch established by a legal entity participates in bidding in its own name, it shall provide relevant certification materials registered in accordance with the law and a written authorization issued by the legal entity authorizing its branch to participate in government procurement activities within its business scope and bear all civil liabilities. Legal entities and their branches shall not participate in the procurement activities of the same project simultaneously; (5) This bidding does not accept consortium bidding, and contract transfer and
