(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向小微企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation, small and medium-sized enterprise products will not be subject to price discounts. (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [****] No. ** and Caiku [****] No. **. (4) Purchase policy for domestic products: This project does not accept imported products.
(c)本項目的特定資格要求：（1）具有建筑工程施工總承包資質(zhì)三級及以上資質(zhì)，且具備有效的安全生產(chǎn)許可證；
（2）供應商擬派項目經(jīng)理須具有建筑工程專業(yè)貳級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，該項目負責人以在上海市建筑建材業(yè)網(wǎng)站上查詢?yōu)闇省?
（3）符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動。
（4）本項目僅面向小微企業(yè)采購。
(c)Specific qualification requirements for this program:(1) Having a third level or higher qualification for general contracting of construction projects, and possessing a valid safety production license; (2) The project manager proposed by the supplier must have a second level (including higher level) registered construction engineer qualification in the field of construction engineering, and possess a valid safety production assessment certificate. The project leader shall be based on the information available on the Shanghai Building Materials Industry website. (3) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project. (4) This project is only for procurement by small and micro enterprises.
