簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：為進(jìn)一步做好南匯新城鎮(zhèn)治安特保服務(wù)項(xiàng)目，提升蘆潮港派出所轄區(qū)內(nèi)環(huán)境面貌，按照南匯新城鎮(zhèn)人民政府的統(tǒng)一部署和要求，現(xiàn)擬購(gòu)買(mǎi)輔警力量服務(wù)，增強(qiáng)蘆潮港派出所轄區(qū)內(nèi)的街面治安巡邏、夜間設(shè)卡、配合性抓捕、看守押解、協(xié)助屬地政府和公安部門(mén)對(duì)蘆潮港派出所轄區(qū)范圍內(nèi)進(jìn)行社會(huì)維穩(wěn)工作等。
Brief specification description or basic overview of the project:In order to further improve the public security special service project of Nanhui New Town, and enhance the environmental appearance of the jurisdiction of Lao Port Police Station, according to the unified deployment and requirements of the People's Government of Nanhui New Town, it is now planned to purchase auxiliary police services to strengthen street public security patrols, nighttime checkpoints, cooperative captures, custody and escort, and assist the local government and public security departments in maintaining social stability in jurisdiction of Luchao Port Police Station.

(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目非專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)小微企業(yè)產(chǎn)品均執(zhí)行**%價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support SME: This project is not exclusively for procurement from SMEs, but during the evaluation, products from small and micro enterprises will all enjoy a **% price. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本項(xiàng)目的特定資格要求：3、須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
4、符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。
5、具備省市級(jí)公安部門(mén)核發(fā)的有效的《保安服務(wù)許可證》；
6、項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:3. Must be a legal entity or an unincorporated organization legally established within the territory of our country (the project does not accept participation in procurement activities by branches under their own names); 4. Suppliers who comply with Article ** of the "Guiding Opinions on Connecting with International High Standards for Economic and Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [****] No. **) shall not participate in the procurement activities of this project. 5. Possess a valid "Security Service License" issued by the provincial or municipal public security department; 6. The project does not allow subcontracting.
