簡要規(guī)格描述或項目基本概況介紹、用途：根據(jù)《關于深化推進平安建設物防設施建設的實施方案》要求，擬采購公安機關輔助力量，配合移動平安哨開展值守、巡邏工作，實現(xiàn)轄區(qū)內(nèi)的街面治安巡邏目標，提高見警率，協(xié)助公安部門對轄區(qū)范圍內(nèi)進行社會維穩(wěn)工作。配合進行包含但不僅限于宣傳、巡查、發(fā)現(xiàn)、記錄、上報并協(xié)助整治城鎮(zhèn)運行安全中的各類問題，協(xié)助處置道路交通、街道中的各類突出問題。
Brief specification description or basic overview of the project:According to the requirements of the "Implementation Plan for Deepening the Construction of Peaceful Communities and Physical Prevention and Control Facilities", it is proposed procure auxiliary forces for the public security organs to cooperate with the mobile peacekeeping posts to carry out duties and patrols, achieving the goal of street patrols in the jurisdiction increasing the police visibility, and assisting the public security departments in maintaining social stability in the jurisdiction. Cooperate in carrying out tasks including but not limited to publicity inspection, discovery, recording, reporting, and assisting in rectifying various problems in urban operation safety, assisting in dealing with various prominent issues in road traffic and streets

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目非專門面向中小企業(yè)采購，評審時小微企業(yè)產(chǎn)品均執(zhí)行**%價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support SME policies: This project is not exclusively for SME procurement, but during the evaluation, products from small and micro enterprises will all enjoy a **% price discount. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動。
5、具備省市級公安部門核發(fā)的有效的《保安服務許可證》；
6、項目不允許轉包。
(c)Specific qualification requirements for this program:3. Must be a legal entity or an unincorporated organization legally established within the territory of our country (the project does not accept in procurement activities by branches under their own names); 4. Suppliers who comply with Article ** of the "Guiding Opinions on Connecting with International Standards for Economic and Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [****] No.**) shall not participate in the procurement activities of this project. 5. Possess a valid "Security Service License" issued by the provincial or municipal security department; 6. The project does not allow subcontracting.
